Cost and speed mainly. ETH is not what it used to be. Sure sending ETH itself is pretty fast when you pay $2 in fees. But smart contract transactions take forever even when you are paying $30-$40 in fees. For example, adding a shitcoin to uniswap.

If that was the case, the architecture would be identical between the two.

We already know there are advantages to both projects. On a high level summary:
KSM - higher speed and lower security
DOT - lower speed and higher security

Of course if we get into the details, there are a lot more differences. Now, if it's just a testnet, why would it offer more than what the "Mainnet" will offer?
