There's no solid "proof" because they can't announce it yet. But WKHS CEO said they're going to announce the results of the bid before September, which is when the Gov fiscal year ends. This is a different market environment. Tech is up due to QE, low interest, and lots of liquidity. No one wants to touch industrials but there's so much money floating around it has to go somewhere and tech is the logical bet since it can scale exponentially and without impact from a government shut down.

If you go 50% TMF:TQQQ you usually don't want a stop on TQQQ, you just want to hold as is forever with rebalancing.
If you have a sell criterion on TQQQ you don't want to add TMF because it's going to reduce your gains a lot and the downside protection won't help that much (TMF typically dumps with TQQQ, but recovers and then moons before TQQQ recovers, going back down when TQQQ does begin recovery).
