You can perform compute on encrypted data, there are multiple examples of doing this with video encoding , but there is nothing even remotely Turing complete.
Given the simplicity of the EVM I have always wondered if this was possible with solidity.

Vitalik is just talking about a type of encryption which allows for someone to receive encrypted data, perform computations on that encrypted data, and then return a result, that is also encrypted, and never having any way to decrypt any of it

the FBI could outsource investigations to a supercomputer and have 0 worries about any of the information being leaked, as they are the only ones who can decrypt the data or the result.
this is a shitty example, but im just giving an easy one.

There's really nothing incredibly exciting here, he's just showing where we're at and then saying that people are making progress and hes hopeful that in the next decade it will advance to a point where its actually useful

allowing a decentralized supercomputer to perform heavy computation on something with 0 privacy concerns
not really exciting now, but possibly in the future.
