Embassies don't use shredders to destroy sensitive documents, because with enough manhours, they can be stitched back together. They will always burn them. Example: US Embassy in Tehran did this during the revolution in 1979 when they ran out of time to burn all documents; the shredded documents they didn't manage to burn were all famously pieced back together by Iranian women.
