Because you don't know where the top is until after it's well past. On the way down you just think it's a normal dip, and maybe put in a limit order to take profits once it's on the way up again. At that point it's too late.
Also, in 2017 there weren't as many exchanges I'd be comfortable holding my stack in, considering how many have just disappeared or been taken down, so a full sellout required syncing a wallet and making a deposit. By the time you're spooked enough to get out, it's too late.
