no, the founder of stellar is one of the lead devs of XRP who quit Ripple. Unlike XRP, xlm is distributed through airdrop to bitcoin holders. not a security / ico like XRP was. Also, The xlm inflation was removed after community vote and also half of the supply was burned after community vote. XLM is build on XRP tech but its not at all the same thing. XLM tries to be a currency for the people/and/or/corporations. While XRP is just a pump n dump security where the Ripple company owns majority of supply.
