It's more like this:

>Browse the internet, history is stored locally.
>Opt in to receive ads.
>Receive the entire pool of potential BAT adverts.
>Cached local browsing data is checked to pair with relevant ads from the cached pool you received.
>Get BAT for receiving the adverts it deems relevant.

The advertiser can probably build a user "profile", but it's not transmitting identifying data. Just hold the token in your wallet until it's able to be withdrawn to Metamask wallets or similar.
