Its a "country", buy in is that you have "financial independence", you must have about 700.000€ min. deposit on a Monegasse bank, rent/ or buy a appartment there, 30m2 one room flats are about 1.500.000€ if you decide to buy, parking space additional 200.000€ for buy. Then you can apply for permanent residency and have all the no tax goodies, not like the tax paying pleabians on most of this socialist hellhole called planet earth. But most pleabians don't want freedom, they need a master to serve.

since the usa lost its freedom slowly but surley since 1913 with the establishment of the federal reserve system and the unconstitutional income tax, unfortunately us citizens are always taxed does not matter where in the world they live, you must give up your us passport, when you move to a tax haven, for people from other countries it is a bit easier because you do not have to give up your citizenship just your residency and you are taxed at the new place of residence, for example monaco.

another tax haven close to monaco is the petit country of andorra located in the pyrenee mountains between france and spain, the buy in is a bit lower than in monaco, you have to prove financal independance and buy real estate for at least 450.000€, there are defacto no capital gains tax, and the income tax is a flat tax at 10%. Otherwise its a nice little place, no crime good spanish and french food, mostly spanish speaking and a 2 hour drive to barcelona.
