"decentralized" means having a multitude of independent parties contributing to a single outcome.
Whether you know the actual identities of these parties or not is inconsequential.
It's why permissioned ledgers like Hyperledger are still considered decentralized.

But again, this is all moot since CL does have tons of non-KYC'd nodes at this stage.
