This past week a large amount of data was hacked from federal law enforcement. This dump of files, called "Blue Leaks", included some insight into how the feds handle the dark net. Pic related is page one of the pdf.

As of this point, I do not know if there are any other documents from this leak that mentions Monero. But you can tell that the feds are scared shitless.

The dex you're referring to is not really a decentralized exchange as it relies on dns which is inherently centralized.

Bisq is the only decentralized exchange I know of. It uses tor and is completely p2p.
