Where in Europe should I set up my company ?

I am planning on selling clothes (mostly abroad) and I've been looking a bit around but I could use some insight.

I am currently in the Netherlands and was thinking of starting it here but it appears that I will have to charge 21% VAT which completely fucks up my business model. What I am hoping for is some loop hole, I know that in France for instance, if your annual turnover is below 84K you are exempted of VAT (but i'd rather not go back), anyone knows of similar cases elsewhere ?

Depending on who you are selling to you don't have to charge vats. Hit up the kvk and do your homework. NL and Lux are probably the more based countries to set up a biz in but the paperwork is very annoying. Americlaps just get to half ass shit and get away with it, but there's more handouts and gibmedats here.
