It's actually very easy once you know how mesa prioritises orders. It's price - time priority. Meaning people who pay the highest price are prioritised, and then people who send the orders soonest.

To get a more or less guaranteed fill under $0.4, go to mesa and send in an order for $2 or more. Pic related for an example. You won't actually buy at that price because the public sale will be $0.36-0.55 but you will get priority in the public sale at the lower prices.
