Why not both? People always side with a purely genetic or purely socialized explanation for demographic ratios in enployment, but more likely both forces are at play. E.G. in a perfectly meritocratic environment the distribution of men vs women in an engineering firm might be 60/40 (or whatever numbers you prefer). But, it is always in the interest of the majority to create an exclusive culture around its majoritarian status and cement its position in hierarchy. This happens automatically and unconsciously. Thus leading to good old boy culture and bias in hiring and a hostile workplace towards nonmajority members. Such that the actual distribution in the real world might turn out to be 70/30, a mix of hereditary and socialized factors.

So I am on board with the idea that ratios of whatever in employment probably aren't 'fair' as they are right now, but the answer is not to brute force representation to make it look like a microcosm of the country itself. Quota systems fill the ranks with underqualifieds and undermine the morale of the qualifieds. It's utterly corrosive and in fact does the most harm to those populations it purports to lift up.

Alright here's the non brainlet answer: meritocracy isn't bad, but it's an aspiration and not something we're very good at. In clearer terms, that means we still have a suboptimal fidelity when it comes to isolating high-IQ people from their retard peers. This is further exacerbated by the fact that we know unintelligent people make unintelligent decisions when seeking merit, including doing things like suboptimally assessing race.
IQ has racial and gender implications, and vice versa. IQ also has socioeconomic class implications, and vice versa. Social classes even within and without a race have genetic distinctions. Lower classes are usually dumber than upper classes, which is partly circumstantial and partly genetic. Equality has been a bumpy road, but an unambiguously positive output of it has been a production/science boom from opening up the upper classes to intelligent people who were otherwise trapped by low class mobility.
Racial/gender class mobility has similar implications. Women and many racial minorities have downshifts and compressions on their g-factor distribution, however even a reduced population of high-IQ and cooperative individuals among them would absolutely flood the aspirational class and boost social/corporate productivity. The truth is that, in this light, bigotry is a real force against meritocracy and prevents it from functioning correctly. It's not the only thing bigotry does, but it is an important element.

The value proposition of affirmative action style policy is simple: cast aside bare meritocracy in order to pop these high-value population bubbles and scoop up the geniuses. They'll naturally go overboard, really they already have, and there are way more important considerations now, but the point is that there is technically a value prop somewhere in there.
