infura.io with any web3 library for pyhon/node.js/c# (yours choice) + discord/telegram webhooks. You don't need to pay anything. Call eth balance on exchange address and call token balance for exchange, you will get total reserves of eth and token then just eth_reserve / token_reserve you got your exchange rate, set required thresholds, conditionals and calls to webhooks. You got your alerts.
