way tl;dr but i skimmed sections with keywords. looks like there is a temporary exception that allows banks to send estimates rather than accurate figures. they send estimates because the market fluctuates. this estimate exception expires on july 21 2020. so they would like to have a faster transfer network in place soon that allows you to quickly send amounts rather than estimates.
