Well I had the same question some time ago so I started digging. Eventually I figured out that neither me or you can say who is rich or not, for someone to be labelled rich it has to be declared by the ones who deal with money - banks. According to the banking system currently rich is considered someone with around 25 million euro (I did my research for euro cuz I am not an american ofc). For reference in 1980 or 1990 (dont remember, did it a long time ago but it was at least 30 years difference) you could have been considered rich with barely 3 million.
