Its bullish. It means mining gets more profitable for the miners that didn't capitulate. That means they have stronger hands and don't have to sell as much, which helps drive up the price. It also means btc is fully recovered from the halving and we are back at baseline. Watch bch and bsv hash rate drop back to their previous levels now since btc will be easier to mine
