If im reading this right, you stake your DEV towards the project you want to support. In return, you'll get staking rewards along with the creator. This is the only way the Creator gets paid. As the value of the project grows, you'll be rewarded with DEV and supports/donators/stakers will be rewarded a % depending how much was staked.

As you can see VUE staked around 11k (11k usd at current prices) DEV. They have a reward pool of over 107k DEV because of how much people use their package, and on the stakes.pool page, it says there's an average 13% interest rate. That means, depending on how much you stake DEV for vue, you get 13% in staking rewards.

So DEV is Middleware -- this is great because there's no manipulation fuckery going on. No one can manip their NPM packages because it takes real people to increase the npm installation/usage count. And if you got actually supporting you, they can get paid by supporting you via DEV instead of fiat. Fucking perfect imo.

The DEV team only printed ~1m from its supply but the rest is for the ecoystem.
So, this is fucking legit as far as i can tell.
