It's worse and hence more immoral to scam someone out of $100s as opposed to $10ks and millions as those people needed that money dearly to survive. A person who had $10k or $1 million to throw at a scam didn't. They were just avaricious and wanted more money. In a sense, people who get scammed out of large amounts deserved it. Poverty is shown to impair thought process and encourage desperate behavior and place hope in unlikely scenarios. There are mitigating circumstances there even if you are 100% immoral and are just doing it to own the stoopid people so even at a purely eugenic standpoint, you still are doing more harm by targeting a potentially non stupid individual for what amounts to chump change.
