There's a trade-off between volatility/risk and returns.
I think the S&P 500 index is the answer that you're looking for.
You can flatten out that volatility with bonds or even a little VIX, which is a frequently used "hedge" by the big boys
Some research I've read says that the optimal leverage for long-term holding of S&P is actually 2X or more, but you had specifically requested less "volatility" rather than highest average returns.
