I see where OP is coming from. In response to 9/11, the US beefed up cybersecurity under the guise of preventing another terrorist attack. OP is proposing that a major organization like the WHO (which I have quoted here) will use COVID-19 as a cover-up to push for increased “bio-security” measures while trampling all over our inalienable rights.
>Biosecurity, as originally conceptualized, was a set of preventive measures designed to reduce the risk of transmission of infectious diseases in crops and livestock, quarantined pests, invasive alien species, and living modified organisms.[1] From the 1990s, with in response to the threat of biological terrorism, biosecurity started including the prevention of the theft of biological materials from research laboratories.[2] The emerging nature of second biosecurity threats means that small scale risks blow up rapidly, thus an effective policy becomes a challenge for there are limitations on time and resources available for analysing threats and estimating the likelihood of their occurrence.[3][4]

>The term now includes the management of biological threats to people, industries or environment, which may be from foreign or endemic organisms, but can also extend to pandemic diseases and the threat of bioterrorism.[2] The World Health Organisation provided an information note describing biosecurity as a strategic and integrated approach to analysing and managing relevant risks to human, animal and plant life and health and associated risks for the environment. Bio’s the future of this century. It’s pretty fucked up, but biodata from companies like DNA testing and bloodbanks is already being bought by insurance companies to adjust their premiums for biological predispositions. Once it gets good enough, companies will know you have cancer before you even go to the hospital

That said, I’m not aware of any publicly traded companies, and I expect this position to be medium-long, maybe two to five years

In high risk biology labs, the air must be thoroughly cleaned and decontaminated before it can be allowed to exhaust out of the building, lest something nasty go along with it. Similarly, the lab's waste water must be decontaminated before it can be discharged in the wider sewer network.

Currently these tasks are overseen by very specialized consultants, who recommend the measures to be taken and ensure they are properly installed, tested, and ($$$) maintained.

3M has a couple of divisions that may make money off this area.
They produce tons of personal face masks and face mask filter cartridges (the sort that would be 'good enough' for anyone that didn't need a positive pressure suit).
They also produce a stupid amount of air filters for both home and commercial use. If your local hospital has intake filters in their HVAC system, 3M probably made them.

They also have a decent sized membranes division for life science applications, but I doubt that's a big money maker.

Also, i think DuPont still owns the trademark or tradename TYVEK, you know the plastic sheeting you can wear for painting/mold removal/ DIY plague gear. Most of your big name chemical mega corps are already rolled into STONKs with unrelated outfits though.

If there's a non-chinese made source for the big UV-C sterilizing lamps hospitals use, maybe try them?

HVAC is huge

high risk biology labs don't even make up 1% of the market. Also thing is most npc-s are scared because muh viruses move through ducts.
