I'm looking at buying some marketing in my local movie theater and I have to produce a video. Instead of a video, I want a static image with shadily playing. How do I go about securing the rights to play this song in my ad? Anyone have any experience with that?

In most European countries you go to a centralized national Collecting Society and ask for a license, for which they have a certain predefined rate. If your use is outside of the rights they can grant, they tell you where to go.

Outside of Europe - no fucking clue, but "Copyrigth Collective" is the term Wikipedia is suggesting as the equivalent of a European Collecting Society.
