Is that 15 working days? Most people in my country get effectively 10 working days because of the weekends. I can take 15 whenever I want and arrange then in any way (can take 3 days to combine with national holidays and weekends to get a 7 day weekend, for example). I also have 10 free days a year for exams (need certificate) + free christmas/new year week.
We used to be able to carry them over but people started abusing that and you can no longer do it.

My place used to give one day off with every paycheck, up to like 300 hours banked/yr. Could only take two weeks off at a time maximum unless you asked for extended vacation, but then it had to be approved by the manager. Then they stopped letting us cash out vacation at 1:1 rates and only paid half our hourly when cashing out so I quit and took a contract where I get no vacation but 3 weeks off a year, no saving days up or cashing out allowed but it pays $16.5/hr higher, and I keep my retirement matching and insurance. It was nice taking a two week vacation every 3 or 4 months but the pay raise is better. I'm only required to work Saturdays and Sundays so I can just take super short vacations every week now if I want. Healthcare is rough but it is possible to find some work/life balance while still making about double the average salary in your area.
I've been playing with the idea of just doing a one travel assignment per year so I get 9 months off each year. I need to find a way to get insurance and an extra $15k/yr in order for that to allow same kind of lifestyle. Buying a house will free up 7.2k/yr, and paying off student loans in 4 years will free up another 4.8k. If chainlink can bring 3k/yr plus whatever bullshit healthplan through the state I should be g2g. Assuming insurance is retard expensive at $6k/yr means I need 9k/yr, $3.5 stinky steaky linkies. I expect it will be higher than that after steaking announced so it won't be much longer until 9 months vacation a year. Shid, at $30 stinkers I'm quitting my job for good if we get 5% annually. I hope it happens soon. I'm tired.
