Well if you're talking about Lition energy (which again is just the beginning) they need the blockchain to have p2p energy and cut out the middleman. Cutting out the middleman reduces costs for consumers by 20% and increases profit by 30% for producers. The blockchain essentially allows the energy consumption to synchronised and updated frequently.

They have started off in Germany because that's where they are based. They will be made available in Austria and the Netherlands later this year. They started off in 2018.
