RSR will never be $1 if RSV is $1. But it'll always attempt to approach it. That's kinda their relationship, and what gives RSR value.

It's intended to be stable in terms of real value, rather than stable in terms of nominal value. All prior stablecoins are based on the idea that they need to be stable in relation to some peg. The idea behind Reserve is that it remains stable against a basket of goods and services. So even if the global fiat reserve were to experience a hyperinflation, a loaf of bread would still cost the same amount of RSV from day to day.
