No blockchain is a technological development that allowed p2p systems to work with something like a tracker for torrents , without a central node.

No they are used in nations with capital controls ,many countries only have bitcoin as a wire system and it's getting worse by the end of this year the list of countries with only bitcoin as a wire system will double.
