It's because Berkshire Hathaway is a holding company and they hold at least one insurance company (Geico) I don't recall if they have more or not. Anyway, due to the structure of an insurance company they have a lot of float. Float in this context is the amount of money on hand between a premium payout received and a payout given to claims. Beyond that, they have certain obligations for catastrophes. If there were to be one he would have to come up with the cash to pay out the claimants in said catastrophe.
