It's meant to protect small time retail investors. If you have 25k to "gamble" with, then presumably it is unlikely that its anything but discretionary funds.
It also is just restrictions. You won't really face penalties unless you repeatedly violate the caps from your broker. Brokers themselves usually impose asset minimums to options trades, for much the same reason.
