all I've seen is a wallet that can be traced back to the teams main hotwallet has moved funds over to IDEX....as a MM. meaning it provides liquidity to both sides of the market, facilitating buys and sells in an effort to create stability on the trading pair. I would assume this is a third party actually managing the MM. likely a paid service...but that's an assumption.
