I wouldn't bet on it. No matter how economically valuable real estate in the Bronx, Philadelphia, Baltimore, or DC may be, gentrification is near impossible without the right to discriminate, which creates other problems.

Have a high percentage of negro looking people. Here in San Jose, CA the rent for a STUDIO apartment is at the 1750 - 1840 range without utilities. San Jose has a very small black population while Vallejo, a city with a black population of 40% and higher, a studio apartment is around the 700 - 840 price range. Note that I did not say minority as parts if San Jose with a large Hispanic population rent for a 1 bed room 1 bath apartment is around 1825 - 1950.
