Negative numbers means they have to pay people to take it because there's no storage room left and it is expensive to pay for new storage. So it's cheaper to pay people to take it. Especially if the price keeps going down.

Canadian oil storage facilities have just run out.
Oil producers cant shut down production entirely, because it would cost too much to restart it. So they keep pumping oil and paying people to take it off their hands.
