I'm pretty sure it's based on a 2020 year tax credit. What you did in 2019 or 2018 determines if you will get it advanced to you early. But if you meet the qualifications in 2020 when you file and you didn't get it in advance because you didn't qualify in 2019/2018 you will still get it when you file taxes next year
