For clarification originally XOM was saying no to all cuts originally but over March they backpedaled to some cuts. Current planned cuts:

That's cutting refineries only, they have not cut exploration or drilling thusfar and at least claim to be opposed to them(XOM historic strategy during such crisis has been to ignore such crisis and simply dip into their cash reserves so as to emerge from crisis with larger market share).
CVX meanwhile has cut exploration and much but not all of its expansion(means over time a slight decrease) the end result expected is:

Why should the US cut? If Russians and Saudis don't come to the agreement the US just embargoes one of them or sanctions Russia basically deleting their entire supply (around 10 mil) from the market. Oil prices go down even further because market hysteria.

I don't pay for any monthly subscriptions but I do read the occasional article off there.
If we don't get the cuts being promised right now then the storage apocalypse happens. If we do get them I have to rerun the numbers based on the cuts delivered but we likely have no such apocalypse. STNG is a solid pick. Tankers are only a truly attractive prospect if we run out of storage. (considering they are undervalued rn if you buy the U/L as opposed to an option you will still make money regardless)
INSW is also one to consider for crude tankers calls.
The Telegram thing had me suspicious at the start how can one be anonymous when it has your phone(unless you have a burner number)?
All bad news for the deal is bad news for Brent(and good news for your put), all good news for the deal will raise Brent and be bad for your put.

The US won't embargo either country yet(give it a few years before the White House gains that option), if that were to happen oil would shoot up in price due to decrease in supply. We have no reason to play ball with OPEC+Russia here.
