Is the FED trying to spread out the inflation that would inevitably occur here if we weren't the world's reserve currency?

So are they loaning them or selling them? If the Fed has control of US Treasuries rather than foreign actors, does this mean that the US doesn't have to pay them when they do away with the Fed?
