How can I profit off of non-paying tenants?

Is it possible to start a business that inspects properties to find evictable offences for a problem/non-paying tenant?

I was thinking it could be a 1-stop shop for landlords:

1. Inspector to find offences to build speedy and legal case for eviction
2. Employed licensed locksmith to change locks
3. Security personnel to escort tenant off the property

What else would I need to start up a small LLC that does this?

I have some experience and contacts in debt collection industry and know some repomen as well...
