You can definitely hold 3x leveraged ETFs long term. If you bought the bull version, TQQQ, for example 10 years ago, you would have been up 50x in jan.

The problem is these ETFs can get wiped out in strong trends the other way. Wipe out so much that even if you have the reverse happen it won't come back because the leverage was reset. The longer you hold, the more likely it is to happen. So if you were holding TQQQ in jan, you lost 70% since then. You would need QQQ to pretty much double before you'd be break even again.

Also when market get really volatile it might be hard for the ETF to actually get 3x returns.
