Landlords defaulting is not the same as homeowners in 2008 defaulting, as there is a clear path for the banks to the recoup the money. This could very quickly and very easily turn into banks eating the landlords.

Threats and fees might work with some but remember that you are probably renting to people who can't afford to be charged more, or evicted. They'll try and pay nothing so to save for their next place.
In all honesty you may end up earning more if you reduce rent and agree on a 'lump sum' at some agreeable point in time.
