They offer lower rent prices because they can eat the loss thanks to new liquid reserves, or more likely, get scummy and offer agreements to tenants to not pay rent for now with a legal and fed backed obligation to pay interest on lower cost rent through the future and past lease expiration in some kind of hellish rent-mortgage hybrid.

Landlords defaulting is not the same as homeowners in 2008 defaulting, as there is a clear path for the banks to the recoup the money. This could very quickly and very easily turn into banks eating the landlords.

Threats and fees might work with some but remember that you are probably renting to people who can't afford to be charged more, or evicted. They'll try and pay nothing so to save for their next place.
