Easy enough to get your foot in the door in local goverment. Perhaps not the local goverment of your choice, but once you are in, you are in. Also helps of you've worked with organizations that liaise with local goverment such as non for profit. However if you search your network there should be SOMEONE who knows someone in local goverment shi can either vouch for you, or give you a hot tip on upcoming jobs.
