Quarantining won't stop anyone from getting sick ,it will only slow down the rate of infection so that the hospitals don't get overrun. As soon as quarantines are lifted, there will more outbreaks. The only way to stop infections is a vaccine. "flattening the curve" is probably a good idea .It will stop prevent a lot of COVID19 and non COVID19 related deaths. But we can't stay locked down forever. The human cost of simply keeping everything locked down is probably worse than the threat of COVID19. There are no easy answers. The idea of quarantining hot spots/elderly and letting low risk category people go back to work seem like it might be a good compromise.
