The Fed can, but they don't have to do it if congress tells them
However congress can order the Fed to buy any coin/bill with a US dollar face value, however the treasury can't print bills at all and it can only mint coins in certain denominations (for example, a 1 Oz silver coin with a 10 USD face value)
But there's a loophole where the treasury can mint any coin with any weight and face value as long as it is platinum
Then congress can order the Fed to buy the coin at it's face value, then the Fed can print the trillion dollars bill and give it to the treasury or just type in the quantity on the treasury account
