If you want unemployment insurance you can buy shorts in your own company. You also need to do a decent enough job to keep your job on your own merits.

It's a reactive system. Being proactive and laying idle in wait for stuff to pop up is not profitable, and therefore not funded.
It'll always hang a bit behind the curve, and ignore less significant changes.
