What is your website/service? Do you have good SEO? What sort of keywords are you using? Who is your target demographic?

Facebook ads are a great way to reach people, but they need to be specific and targeted.

My immediate thought is that you're advertising in the wrong place. Yes, Facebook is relevant to businesses, but it seems that you are trying to advertise b2b in a b2c advertisement market.

The vast majority of facebook users are individual consumers to whom that ad is not going to be relevant, so click through and conversion rates are going to be very -very- low.
