The repo market is made up of loans you fuck stick, the Fed isn't giving this money away, it's just loaning it to companies in a very short term, and relatively safe way.

Companies aren't biting because they don't think this coronavirus thing is going to last long enough to really undermine their businesses. Same reason why a ton of banks refused to take the bailout money in 2008.
