This, there should be a mandatory 4hour training course you have to take if you want a child.
And you should only be allowed to have children if you're 25 or over.
If you don't take the course you should be denied child support from ex boyfriends and state benefits.
Also Marriage should be enforced and you only get state benefits if both parents sign a legal document stating they both agree to raise the child to the best of their abilities.
The 4hour training course should provide enough information such as, don't have a child unless you can afford it. Don't have a child unless you're in a stable relationship. Don't have a child if you're in an unsound environment such as access to illegal drugs.
