Bars/coins/ETCs only count for 19%. Silver demand is heavily dominated by the industrial sector (55%). If you had checked that this demand declines more and more, you would have realize that silver won't climb back to old highs. In fact, the industrial demand will continue to fall because of the upcoming global recession.
That's why gold continues to rise, but silver doesn't.

The types of goods silver is used in are in declining demand and/or silver is replaced with other raw materials. Short-term there will be less demand because there will be less production and economic activity (recession). Additionally, the silver jewellery production is going to drop (jewellery doesn't count towards industrial demand here). A drop like in 2009 will likely happen.
I mean, the demand could shift towards gold-type of demand. But I think this is unlikely. People will instead buy gold as their currency of choice. I can only see silver as a second currency to gold if the paper currency system fails entirely, which I think is unlikely short to mid-term.
