Dividends aren't all that great. Why is it good for a company to bleed money back to their investors? Just think about what dividends mean for a second. Usually paying dividends means either
1) The company is admitting their investors will likely see more profit by investing the dividend in something else. If this was not the case the company would either invest the dividend in some profitable venture or buy back their own stock.
2) The company is leveraged beyond belief and the founders / majority owners are trying to siphon maximum value out of it before it collapses.

Now #2 is actually not that bad. Usually the company is started off with very little equity, takes up massive loans on production or equipment and pays tons of profit back to their initial investors. When stuff gets tough they just go bankrupt and the intiial investors have seen their initial investment paid back many times over. The creditors and shareholders late to the party get stuck with nothing.

maybe in the short term, but I doubt it's Putin's plan to have an open price war with Saudi Arabia going on for months. Russia can't afford losing too much revenue, their economy depends on it. Sure, they certainly want to get back at the Americans for sanctioning Rosneft and hurt US fracking, but even if some of the medium size companies go broke, Exxon will likely pick them up. So if that's their motivation driving this situation, it's not going to succeed and I think Putin is smart enough to know that.
