There is no virus that has never infested 100%, flu viruses literally migrate around the world constantly mutating.
The reason why viruses stop spreading is because they killed all the people that lacked resistance or they killed too fast or a vaccine was created(literally infecting everyone with a dead virus so the inmune system reacts to the real one well).
