We know that taxes have to come from somewhere, and we also know that taxes on labor and capital hurt production. The only free market solution is to tax the market value of natural resources, since they are the common property of mankind. Land speculation is the one thing that literally does come at the expense of everyone else, and land values don't come from anything the owner did (ie, deploying labor or capital) but rather from what everyone else does-- especially public spending. By doing this you have a tax system that is equitable, enforceable, and encourages labor and capital. It is the most sympathetic system to free enterprise imaginable.
