The ideas for smart contracts came from Stefan Thomas, who at the time was working for Ripple. Vitalik was 'crashing on his couch' and they passed the idea back and forth. Vitalik was denied a work visa for Ripple because at the time they were under 5 years old. Vitalik then just rushed out an idea by shoehorning it into blockchain 1.0 tech that was around.

Stefan is still developing Codius, the true smart contract platform with XRP as it's native currency. He was also the main architect of the Interledger protocol. A paper on Smart Oracles was also published by Ripple, in 2014. Russians seem to have a thing for stealing.
