It does, the operation itself. However, you are keeping out of the equation the fact that banks are and have been gambling with the cash they have on hand on the market since forever. They've hit a bad spot and the fed is bailing them out through this short term loans that keep them out of defaulting, which is exactly what is allowing them to keep effectively gambling with the cash on hand. It doesn't really matter if the loan is repaid, it's the fact that it's been going on for a while now at the cost of inflation and there is no real end in sight. This explains why gold is going up so steeply since last year: it's the dollar that is losing value at a very high rate.
